You asked
Ttartisan tilt 35mm f 1 4 vs ttartisan 35mm f 1 4?
Both are 35mm f/1.4 manual-focus primes for APS-C, with no stabilisation. Both frame like 52mm on Sony E, Fujifilm X and Nikon Z, and like 70mm on Micro Four Thirds.
The main difference on paper is the mount list. The plain TTArtisan 35mm f/1.4 also lists L-Mount, so it fits Leica SL and Panasonic S bodies. The Tilt version doesn't list L-Mount. The plain lens is the one I call a very cheap, small, fast normal lens for APS-C.
If you shoot Sony E, Fujifilm X, Nikon Z or Canon RF, either will work, so choose the one whose features you want. If you have an L-Mount body, the plain version is the only one of the two that fits.
