You asked

Sony e 55 210mm f 4 5 6 3 oss vs sony 70 350mm f 4 5 6 3?

I can only give you a full comparison for one of these. My Sony E 55-210mm f/4.5-6.3 OSS page has the full spec sheet: it's stabilised with autofocus, and on APS-C it frames like 82-315mm on full frame.

The Sony E 70-350mm f/4.5-6.3 G OSS page only gives the basics: it's a Sony zoom for APS-C. I'd rather not guess at its other specs, so check that page before you buy.

The main difference is reach. Using the same APS-C factor, the 70-350 would reach roughly 105-525mm equivalent, much further than the 55-210. That matters for distant wildlife or sports. For everyday telephoto work, the landscape lenses section explains why a 70-200mm class zoom is underrated.
