You asked
Sirui sniper 23mm f 1 2 vs tokina atx m 23mm f 1 4?
Both lenses give you a 23mm prime that frames like 34mm on full frame, and both autofocus. Neither is stabilised.
The difference is the aperture. The Sirui Sniper 23mm f/1.2 is brighter, with about the depth of field of f/1.8 on APS-C. The Tokina atx-m 23mm f/1.4 gets you about f/2.1. The Sirui also mounts on Nikon Z as well as Sony E and Fujifilm X, so it's the one to pick if you shoot Nikon.
For low light and thin backgrounds, I'd go with the Sirui. If you shoot Sony or Fujifilm and don't need the extra stop, the Tokina does the same job. For how much aperture changes your background blur, see aperture and background blur.
