Should I upgrade from the olympus pen e pl7?

It depends on what's holding your pictures back. The E-PL7 is a 2014 body with a 16.1-megapixel Micro Four Thirds sensor and stabilisation built in, so if it still does what you need, there's no rush. My view is to upgrade the lens before the body.
