You asked
Should I upgrade from the fujifilm x e3?
I can't name a replacement body from here, so I'll stick to what the X-E3 page covers. Before you spend on a new camera, it's worth checking whether a lens would solve your problem. The X-E3 has no stabilisation in the body, so stabilised lenses matter for slow shutter speeds. If you want a sharp, stabilised everyday zoom, the Fujifilm XF 18-55mm f/2.8-4 R LM OIS is a solid pick. For a cheap, fast prime, try the Fujifilm XF 23mm f/2 R WR. For portraits and telephoto, the Fujifilm XF 50-140mm f/2.8 R LM OIS WR is a strong choice.
If you do want a new body, buying used is the cheapest way in. A body one or two generations old often gives most of the camera for much less money.
