You asked

Is the zeiss loxia 21mm f 2 8 good on aps c?

On APS-C it works, but it isn't really what this lens is built for. The Zeiss Loxia 21mm f/2.8 is made for full frame, and on an APS-C body it frames like a 32mm lens. That's a useful standard view, but you lose the wideness that makes it popular for landscapes and astro. Its f/2.8 also gives about the depth of field of f/4.2 on that crop, so you get a bit less background blur than you might expect.

If you already own an APS-C body, it's a fine choice for street or travel shooting. Pair it with something like the Sony a6400 or Sony a6600. If wide landscapes are the goal, a full-frame body is the better match. The sensor sizes guide explains that trade-off in more detail.
