You asked
Is the ttartisan af 24mm f 3 8 mini worth it?
I'd call it worth it if you already shoot full frame and want something tiny to carry everywhere. At about 57 grams it's a true pancake, it autofocuses, and it's made for Sony E and Nikon Z bodies. On a full-frame body it frames as a plain 24mm.
Don't expect it for low light, though. At f/3.8 and with no stabilisation, it's a daylight and street lens. If you're buying your first prime, the Lenses guide points to a fast 50mm f/1.8 first. Check the sensor size guide too: if you shoot APS-C, the same lens frames like 36mm, and an APS-C body may suit you better.
