Is the laowa 105mm f 2 stf good in low light?

Fast enough to help in dim light, but it isn't a low-light specialist. The f/2 aperture lets in plenty of light, and that's its main advantage. The apodisation filter, which gives the smooth backgrounds, can cost some of that light, and I don't have its exact figure. It's also manual focus and not stabilised, so in dim rooms you'll focus by hand and hold still.

On a full frame body you also get the sensor advantage. The sensor sizes guide explains the roughly one-stop gain over APS-C. Good full frame options include the Sony a7 IV, Nikon D750 and Canon EOS 6D Mark II.

If you want autofocus and stabilisation, the Sony FE 100mm f/2.8 STF GM OSS is worth a look, but it's slower at T5.6, so it doesn't win on low light either.
