Is the canon rf s 7 8mm f 4 stm dual worth it?

It's a niche lens. The Canon RF-S 7.8mm f/4 STM Dual is a twin lens for recording spatial video, made for the R7, and it's an APS-C prime with no stabilisation. If you want spatial video, it's a sensible buy. If you want a general-purpose wide lens for stills, I'd look elsewhere, since it frames like a 12mm lens on full frame, which is wide but not especially useful for everyday shooting.

If you're pairing it with a body, the Canon EOS R7 is the one it was made for. For a cheaper APS-C body, the Canon EOS R50 works too. If you're already on a full-frame body like the Canon EOS R6 Mark II, it will work in APS-C crop mode at fewer megapixels, but you'd be giving up a lot of sensor for it.
