You asked

Canon ef 24mm f 1 4l ii usm vs sigma 24mm f 1 4 dg hsm art?

Both are 24mm f/1.4 primes for full frame, with autofocus and no stabilisation, so on a full-frame body they frame and behave alike. The difference is mounts. The Canon EF 24mm f/1.4L II USM is made for Canon EF only. The Sigma 24mm f/1.4 DG HSM Art comes in Canon EF, Nikon F, Sony E and L-Mount, and it fits far more of the cameras I list.

If you shoot Canon EF, either will do the job. If you already own, or might switch to, a Sony, Nikon or Leica body, the Sigma is the one that works there. I can't tell you from this page which is sharper or which costs less, so check those before you buy.

If you're still choosing your first prime, see your first lenses for where a 24mm fits in.
