You asked
Best budget micro four thirds camera?
Of the Micro Four Thirds bodies I cover, I'd start with the Panasonic Lumix GX85. It's the newer of the two, from 2016, and it has stabilisation built into the body, which helps a lot when you're shooting handheld on a budget. It's a 16-megapixel mirrorless camera on the shared Micro Four Thirds mount, so any lens you buy later will fit it.
The Panasonic Lumix GH4 is the one to pick if video matters most. It was the camera that brought 4K to Micro Four Thirds, but it has no stabilisation in the body.
I don't list prices, so check current ones before you buy. Whichever you choose, put some of the money into lenses too, as covered in your first camera.
